There is a thread with the title of “Can a view have multiple cameras?” in the archives for this forum; it discusses some of the issues which I believe are involved in building an application such as the one to which you are referring.
From a 30,000 point of view, navigating around that scene, without being able to see any of the code, it seems like the text-holding billboards are being managed in a separate view of the same World Space. Since the billboards do not zoom, an orthogonal lens projection is suggested, so keeping that a separate, “front layer” under Starling control would seem like a good solution.
The proponent of the Starling/Away3D context sharing architecture, Greg Caldwell, ought to be able to provide guidance on how you could build a similar application.
