Custom materials. Why activate() fires every frame?

Hello. Today I’m following custom materials - 2 tutorial. The first thing, why does this tutorial shows incorrect code in activate() method? It’ confusing.

The second thing - why does activate() is called every frame? Why do I need to assign texture to GPU if I don’t change material?
