How to use normalWorldOnB for decal on surface

Hello.

I try to place decal in surface, normalWorldOnB give me normal vector but how to rotate decal.

var v:Vector3D event.collisionObject.worldTransform.transform.transformVector(event.manifoldPoint.localPointB);

var 
nv:Vector3D = (event.manifoldPoint.normalWorldOnB)
var 
de:Plane = new Plane(decalMaterial12812811);
de.position=v;

de.rotate(?????,??);
